It is not racist (againt Germans or Italians) for the simple reason that it does not depict Germans or Italians. It is a cartoon about Israeli attitudes about Germans or Italians. So it could only be racist if it was antisemitic, which it is not, since it is a joke by Israelis about Israelis.
