Hey Eamon - I really don't know the answer to your question about the apparent contradiction between the 1951 UN Convention and the Israeli Law of Infiltration. As far as I understood, the Darfur refugees were jailed not as a punitive measure, but simply because the authorities didn't know what to do with them in the absence of legal provisions. If anyone knows the answer to Eamon's question, now's the time to de-lurk (maybe that person with the Harvard Law School IP address? ;) ).
